TENDER / PURCHASE CONDITIONS


  1. A provisional payment of 100% Duty and VAT of the approval auction prices must be lodged with the Controller of Customs & Excise, concerned pending full compliance with the condition of sale.(Bonds will be accepted).
    • The successful buyer must arrange the packing of the goods into containers, the sealing of the containers and the export thereof either by sea, air, road or rail under customs supervision.
    • The charge for the supervision service is a R100 per hour, per Officer. The sealed containers must thereafter be escorted to the export stack at the terminal, pending removal to the export stack under Customs Supervision.
    • Supervision booking(s) must be made a day before loading at the Alberton Campus or contact MS. Adri van Niekerk AvanNiekerk3@sars.gov.za at 083 269 8259.A Bill of landing must also be submitted to SWH to confirm that the container has been shipped from Portnet.
  2. The goods must be shipped either to- In cases of countries in Africa, only to those outside the South African Customs Union (Botswana, Namibia, Lesotho, Swaziland) territory and if by sea also under cover of a thorough bill of lading.
  3. Normal Customs export documentation must be completed and all Exchange Control. Regulations must be complied with.
  4. The successful buyer must arrange for Customs supervision of the unloading of the containers from the carrying vessel/aircraft at the port/airport of discharge in the country of destination and arrange that Administration, advice RSA Customs that the containers have been unloaded with seals intact. These advices and Bills of Entry must be faxed to you.
  5. The under-mentioned information must be included with your clearance. (Tenders)
    • To which countries will the goods most probably be exported to;
    • What clearing agent will most likely handle the documentation;
    • Which shipping line is likely to be used to process the order
    • After being informed that you are successful, on which date will the goods be expected to be exported.

CONDITIONS FOR (EXPORT)


  1. The successful buyer will have to arrange for the packing of the goods into containers, the sealing of the containers and the export thereof either by sea or air, under customs supervision.   2. The goods must be shipped either to –
    • Any country off the African Continent and if by sea, under cover of a through bill of Lading; or
    • In case of countries in Africa, only those OFF AFRICAN CONTINENT, and if by sea, also under cover of a through bill of lading. Export by road will not be allowed.
  3. Under no circumstances may the goods be re-imported back in the Republic of South Africa again. Non-compliance to this clause will render the goods liable to forfeiture.
  4. Normal Customs export documentation must be completed and all Exchange Control Regulations be complied with.
  5. Should the vessel, in the case of exports by sea, after leaving the port of loading, call at any other port in the Republic, the successful buyer must arrange for Customs supervision at the vessel for the duration of such stay, at the rates reflected above.
  6. The successful buyer must arrange for Customs supervision of the unloading of the containers from the carrying vessel/aircraft at the port/airport of discharge in the country of destination and arrange that Administration advises RSA customs that the containers have been unloaded with seals intact.
